Real Estate: New Requirements for Energy Performance Certificates

As of April 1, 2024, the rules governing energy audits for homes classified as F or G have changed. 

 

Professionals conducting the audit are subject to new requirements designed to achieve energy efficiency more quickly. The proposed work must ensure hygrothermal comfort, with a constant indoor temperature between 18 and 20 °C throughout the year. If air exchange is insufficient, modifying the ventilation system must be a priority.
 

In addition, the new rules are more ambitious. Under the initial proposal for renovations, the first phase must result in an improvement of at least two levels in the energy performance rating—up from one level previously—and must include work on two insulation areas (roof, walls, floor, etc.).
 

Starting January 1, 2025, homes rated E will also be subject to an energy audit, and homes rated D will be subject to one starting January 1, 2034. The energy audit allows buyers to learn about issues related to the ecological and energy transition in the building sector and to receive guidance on improving their home’s energy efficiency. 

 

As of April 1, 2024, the professional conducting the audit may propose additional repair options at the request of the selling owner, in addition to the two mandatory proposals.
