A Rénov' advisor is required
MaPrimeRénov' is a government grant for homeowners who wish to carry out energy-efficiency renovations on their homes, whether they live there or rent them out.
The MaPrimeRénov’ subsidies (approximately €3 billion in the 2023 state budget) will change effective January 1, 2024, under a two-pillar framework.
A “performance” pillar to fund energy-efficient renovations as defined by law—that is, major renovations. The subsidy scales will be made more incentivizing, with the aim of minimizing out-of-pocket costs for the lowest-income households undertaking major renovations.
An “efficiency” pillar that will allow MaPrimeRénov subsidies to continue for boiler replacements and small packages of work combining insulation measures and carbon-free heating systems.
Personalized support would be mandatory under the “performance” track, through MonAccompagnateurRenov'. This support service would be fully covered for very low-income households throughout the country. Beyond that, local governments may continue to co-fund these services to limit or even eliminate out-of-pocket costs for all households. Furthermore, the reference amount for this service used to calculate financial assistance will increase from the current €1,200 (under the current SARE program) to €2,000 by 2024. A new Energy Efficiency Certificate (CEE) program, with a budget of €300 million over 2 to 3 years, will be created to fund this support service in line with demand.
Created by the Climate and Resilience Act, “Mon Accompagnateur Rénov’” is the trusted third party who supports households at every stage of an energy-efficiency renovation project. This role is essential for ensuring a smooth process for households and helping them overcome obstacles to undertaking an ambitious renovation project tailored to their situation.
The “Rénov’ Advisor” becomes mandatory as of September 1 for energy-efficiency renovation projects costing more than 5,000 euros (including tax), requiring two “measures” (for example, exterior wall insulation combined with roof slope insulation), and applying for more than 10,000 euros in assistance through MaPrimeRénov’.
